I believe SMTP honors the QUTCOFFSET system value.  This needs to be set
properly so OS400 can determine GMT (Greenwich mean time).  Use of
QUTCOFFSET adds complexity to daylight savings time, as this system value
must be rolled forward and backward as the time changes.

When I send out email from our AS400 using snddst, it appears to the
recipient as being sent 6 hours earlier. How can I correct this?
