For anyone that may be interested, this problem turns out to be a bug in the CAE Toolkit. They introduced this bug during the process of correcting another one. IBM's position is that they'd rather not fix it, because MDAC 2.5 (included with V5R1 of CAE) now supports the ADO "Seek()" method. Therefore, I can simply change all of my existing code to work around the bug! This is not the first time they've made a change that's broken my code. In fact, it's happened several times over the last couple of years with the installation of a new version of CAE, or a service pack. Based on this history, I'd seriously caution anyone considering a significant development effort using the toolkit to think twice. Backward compatibility is not high on the list of priorities for this IBM development group.
