DSL itself is very reliable - at least in Canada. The internet is a
different story.

We chose to go with a managed WAN service from our Telco. It gives us a 4Mbs
DSL connection between sites, at about 1/2 the price of frame relay. The
connection is monitored 24/7, and we haven't had any unscheduled downtime
since it was installed about 18 months ago. We don't have to mess with a VPN
because it's not going over the internet.

On the other hand, I've read a lot of negative things about DSL service in
the U.S., so it might not be a viable option down there.
