How's about a simple 'delete from ftpout' sql statement? I find this trick
quite handy when either
a) The file thinks it is locked
b) The user has *change and not *all authority to the file. CLRPFM won't
work in that situation.

I have a CL program which does the following:

DCLF(FTPOUT)
CLRPFM (FTPOUT)
...fill FTPOUT during a scripted FTP process
...do RCVF for the records in FTPOUT to check for errors

CALL(FTP2PGM)

Second program:
PGM(FTP2PGM)
DCLF(FTPOUT)
CLRPFM(FTPOUT)
...similar to previous process

The 2nd program errors out during the CLRPFM(FTPOUT) with an error saying
that the file is already in use. I'm assuming that this is from the first
program already opening the file and calling a second CL which also tries
to use the file, but I'm not really sure what's going wrong.
