The Olympic Committees are not experts in anything except promoting sports & trying to keep the judges out of trouble. They raise money by having official sponsors of individual Olympic gatherings in which the various activities can be sub-contracted irrespective of any need to interface different activities and irrespective of the high bidder or best performer in prior years. Thus the benefits to a sponsor are what mileage they can get out of it in that year, until a lower performer higher price bidder gets the business & how soon people forget what the prior sponsor did.
