Well, this one is cute. It's a bitwise shift left, meaning that the value on the left has its bits shifted to the left the numbe of positions on the right. This thing DOES nothing, but may have meaning in some particualr context. I don't know enough C to tell you more. The value is 1, probably a 4-byte integer (B9 in RPG).
