The CPI2417 message is referring to the job message queue, not the "job log". If messages are not being moved/copied to the joblog due to logging level, the job message queue can still wrap. Note that logging level does not stop messages from going to the job message queue. I've never seen a decent, clear explanation of the full difference between "joblog" and "job message queue" (or "external job message queue"?), but clearly differences exist as you see. A discussion in this list a few weeks ago didn't manage to clarify much.
