The people behind it seem to be UsefulInc ( http://usefulinc.com/ ) and members of the so called Pants Collective, which AFAICT is a loose association of web geeks based in London. The only time they plant a cookie, they claim, is when you select a preference to avoid the transition page and go straight to the target link, which seems reasonable. I would imagine that at some stage they would have to start putting up banners. If you really want to know how it's financed, or what the long term financial plan is you could always drop a note to hello@makeashorterlink.com . Their stated objective is that the links will be permanent, but who knows? I think Tom is wise to take the attitude that for important links it is a good idea to post both the makeashorterlink link and the full link. IOW use it, but don't rely on it.
