The system provides only the APIs which are documented in the Information
Center and the Security API manual and the HTTP interface. There are
various sources of free code that use these APIs. I believe News/400 and
Midrange Computing had a few articles on them. The CGIDEV code has some
stuff to handle validation lists.

Yes there is a simple answer presuming that you have a list of these users
and their passwords in a file or something like that (or have some method
for generating passwords) and don't mind buying an inexpensive product to
help you -- VENDOR WARNING -- How about:
