Assuming you have a file with all the values, in CL you'd maybe start with 
something like:

 Nxt_Entry:
    rcvf
    monmsg cpf8064 exec(goto exit)
 /* Setup parms from file here...*/
  .
  .
  .
 /* Call the API */
    call QSYADVLE ( +
                    &qvldl +
                    &entryidinf +
                    &encryptinf +

Not knowing what your file might look like nor how you want the entries set up, 
that's about as much as I could show. It's not a very complex process. If you 
chose to use ILE CL, you could probably use:

    callprc 'QsyAddValidationLstEntry' ( +

instead.
