The WRKSYSACT might be interesting; but without additional info (how long have those jobs been active? what else is going on? how much elapsed time? etc.), not much can be said. Also, what kind of volume (both in and out) are you running through SMTP? I'd guess just a tweak or two of the PJEs is needed unless other issues such as low memory are involved.
