This can be changed by running the Change Prestart Job Entry (CHGPJE) command for the SMTP prestart job entries and setting the values you want. However, I'm not clear on what you mean by "using a lot of performance". These jobs shouldn't really be doing much of anything unless there's work for them to do. If there's no work, they shouldn't be consuming much resources. Any further info you can add?
