My first guess would be that you have some complex IF conditions; after that, 
possibly a very complex VALUE() parm on a CHGVAR, perhaps with %SST()s, 
%BIN()s, multiple *CATs, etc.

I have a number of large ILE CL programs, but haven't seen the message. 
However, I don't think I have any compound conditions with more than three 
tests. I keep individual statements fairly simple when I can.
