So, assuming you clean this up regularly, you are only interested in objects
whose create date is since your last clean up, where either

library owned by SSA_XX has object owned by some other SSA_
OR
for user profile of SSA_YY list all objects outside standard library of SSA_YY

I am just throwing out some ideas how perhaps to tackle this so you not
having to deal with all objects in one run, but your job stream could go
after one area at a time, cycling through them all.

As for the whiners,
perhaps they need a sign-on menu if they use ROB
and the menu lists all the SSA divisions they are authorized to visit
and when they click on 01 or 26 or whatever it connects them to adopted
authority of ROB01 or ROB26 within the corresponding division.

You would need a menu option in the user-menu area, to get them back to the
sign-on menu so they can change ROB to a different division.

We have our security setup so that if someone tries to F3 out of BPCS, their
next menu is *SIGNOFF, so they never see an OS/400 menu.
