If you are talking about display file fields, then yes, it can be done
rather easily.

The following DDS is required in your display file:
     A          H                           HLPPNLGRP(<Helpname> <Panel
group name>)
     A                                        HLPARA(*FLD <DDS field name>)


If you want to include the text describing the field you can add the keyword
HLPID(<a three digit number>) to the constant and add the following to the
above:
     A          H                           HLPPNLGRP(<Helpname> <Panel
group name>)
     A                                        HLPARA(*CNST <HLPID number>)
     A                                        HLPEXCLD
