I believe this is deliberate... once a licpgm exists from a rstlicpgm, then it can't be 'unlinked' whatever you do. So after a dltlicpgm, or even a dltlib, the license is retained, but it can only be viewed when the *PRD/MSGF objects are on the system which describe it in the language of your choice. So if you RSTLIB the text description of the license reappears. If you RSTLIB to a system that has never seen the RSTLICPGM then you get the problem you're thinking of, ie the text description is not required since their is no license to describe.
