First thing I'd try would probably be a routing program that checked the job 
name to see if it was one of the ones you wanted to delay. If so, I'd wait on 
some event -- an object lock maybe, or possibly completion of your first job; 
you'd have to decide what to wait on. When the delay was satisfied or when it 
was a non-delay job, simply do a TFRCTL to QCMD or whatever routing program 
would normally be activated.
