Autostart jobs use job descriptions (which contain job queues).   Use two
job queues, one for the job that you want to run first, and the other for
the rest.  Hold the second job  queue prior to ending of subsystem (via
program or manual intervention).  In the job that you wish to run prior to
the others release the second job queue as the final step.
