Just an idea...
As other people's answers pointed out you cannot control the order these jobs
will start, BUT...

If they all would start running a CL pgm, could you have them all execute a
DLYJOB(30) seconds, followed by an ALCOBJ *SHRRD of a dummy DTAARA with
WAIT(*NOMAX) , whereas the job having to run first would start doing an ALCOBJ
of same DTAARA with *EXCL for the time of its execution? When that job ends
(either normal or unnormal...) the DTAARA would get freed, and the others jobs
could resume their work...
