Based on the gent who has DNS running at 4.4 this is what I am strongly
suspect. I will be talking to someone there today.

You've already gotten many good answers to this, but I wanted to add that
NETSTAT *CNN will show DNS listening on port 53 if it's active. And as was
already said, STRTCPSVR *DNS will start it.
I would check with their network admin to see what the DNS server is
supposed to be. Maybe it was changed and the 400 wasn't running DNS.
