Whatever the fine print in the licence says they give the impression that you are buying a machine with a certain hardware limit and CFINT is some kind of symptom of that limit being approached. If OTOH they explicitly told customers the machine's interactive performance was limited by a software governor, and that not intentionally disabling the governor was a condition of the licence the issue would be clear.
