I noticed the following on page 164 of the Backup and Recovery guide for
V5R1:

9. Press the Enter key to continue.  If you restore the operating system
from distribution media, you may have a problem with sending messages or
creating documents if you have OfficeVision.  To prevent errors, enter the
following command:
MRGMSGF QOFC/QZOFCMSG QSYS/QOFCMSG

Left over from earlier releases, or part of minimal support for OV/400?
