You can SBMJOB CMD() USER(QPGMR)... but I think you should take a second
look at adopting authority.  It's way cleaner.  Allowing your operations
staff authority to submit jobs as QPGMR means that they can submit jobs as
QPGMR.  Jobs like CPYF PAYMAST *PRINT, etc.
