Gnome - desktop environment Mozilla - web browser (netscape 6.x comes from mozilla) databases - take your pick: oracle, db2, postgres, mysql, etc. Tools like SEU could be considered to be like emacs. The rpg runtime environment could be considered like the C library. A "complete tool set" may not be the same for everyone. I consider to OS to be those parts necessary to boot the system and load programs. As far as I know OS/400 won't boot without the integrated db/400. That's different than linux. You don't need SEU to run an as/400 and you don't need Gnome to run linux. Whether or not you have a complete toolset without those is up to each individual user and their needs.
