Restricted state and batch are an oxymoron.  There is a TAA Tool that ties
up the console, does an option 21 or whatever, and then signs off.  The
problem is that it had no real command line.

Any save that requires a restricted state cannot be done in batch.

Having said that, I believe I remember hearing Al Barsa say that his TAA
tools product does allow "restricted state" saves to be done in batch.
You might want to check the archives on that.
