I believe you are correct. I am thinking about doing a system save once a
month at most now.

First, no. But second, since system saves are rarely needed, why worry about
it? What would you be saving on any regular basis that needs a
restricted-state save? Perhaps it's only necessary to re-think your save
strategy.

The types of saves that require restricted state need it for definite
reasons. But the stuff that they save only needs saving maybe a couple times
a year, possibly less for many sites.
