You don't get any LP's for "free" on ANY version of OS/400.

As you pointed out, you are required to buy any languages
or other utilities...

V4R5 doesn't have any "free" LP's to my knowledge...

People buy MANY AS/400's with NO LP's for production and NO
development, so your statement is not quite correct.

V5 might be different....
