What I suspect happened is that when you turned off the switch the system
didn't vary off the line, but the line failed, and issued a message
indicating such to QSYSOPR.  Replying to this message with a "R" should
resolve things (as long as the switch is back on and the AS/400 can
communicate with it).  However, you have to be able to get to QSYSOPR to
respond to the message.  Do you not have a console, either twinax or serial?
An IPL would fix this problem, but it would require that you do an abnormal
shut down, which is not desireable.
