Don, I recently had a similar experience. I called IBM to order the V5R1 upgrade, as I've done many times over the years, and was promptly informed that they would not take my order. New policy - you have to use a BP. Well, you don't need a crystal ball to figure out how that went. The software subscription is paid directly to IBM, so the BP doesn't make a cent from the upgrade. I found a BP who grudgingly accepted my order, then a few days later I contacted a sympathetic IBM'r to check our account to see if an order had been placed. Nope. Bottom line is that it took two weeks before they finally submitted my order to IBM. I don't know who's responsible for this new policy, but I'd sure like to have a chat with him/her.
