CPA2603 and CPI099

After IPL'ing I keep getting this message;
Device QCNSKSVT could not establish sessions.
Answering with a C gets rid of it, and there appears to be no ill effects.
I'm just curious as to what it is...

On the CPI0999, an IPL should do the necessaries but try STRDSKRGZ to keep
you ticking over until you can get the necessary down time. You must have
*ALLOBJ, but I don't think you need to have the system in a Restricted
State.
