I don't know where you got the idea that you can't "hard delete" a /36 record, but you most certainly can, as long as the file is "delete capable", which is usually specified during the creation of the file. There is no DELETe opcode, but you can put it on the O spec: OFILE EDEL or OFILE DDEL etc.
