Are you sure it's the "procedure" that's not defined? You didn't
(at least, in the code that you included in your message) define
the variables called "COMMAND" and "LENGTH".
I cut & pasted your code, and created a test program that looks
like this:
D CMD PR EXTPGM('QCMDEXC')
D COMMAND 300A CONST
D LENGTH 15P 5 CONST
D COMMAND S 300A
D LENGTH S 15P 5
C EVAL COMMAND = 'SNDMSG MSG(TEST) ' +
C 'TOUSR(KLEMSCOT)'
C EVAL LENGTH = 300
C CALLP CMD(COMMAND:LENGTH)
C EVAL *INLR = *ON
This code compiles and runs just fine for me...
