Linux is just the kernel, and that's all Linus is in charge of. Therefore, it is very unlikely that there will ever be "one standard gui version." The various shells, tools, commands, etc are supplied by various other entities. IF you want an open operating system that's entirely controlled by one team, check out FreeBSD. http://www.freebsd.org/ You make a good point that there has to be someone in charge of it. In the (unlikely, IMHO) event that OS/400 becomes open source, a "core team" of some sort would need to be created that would guide the project. These could certainly be employees of IBM, but don't necessarily NEED to be.
