We are using PM400, and control definition for Q1PCTL has a parameter
CNNNBR that has IBM's 800 number in it. I change it to dial a leading 
9, and it works for a while then spontaneously changes back to just 
1800<whatever> and drops the 9,. 
How can I make this change stick?
