I just checked the QUSER user profile, and it is disabled.

If I remember correctly, QUSER must have a valid password (not *none) but 
I
don't recall whether it needs to be enabled or not.  Wouldn't client 
access
users also have a problem, if it needs to be enabled but isn't?
