You can power off the modem through the panel. It is a hot swappable PCI 
slot. I
had to do this when bringing up some 820s, because of some problems 
bringing up
Ops Cons (Turned out cards were in the wrong slot for Ops Console & 
Twinax,
couldn't have a console)
