Separate batch jobs into a separate storage pool, and give it a lower
priority (i.e. higher number) than Interactive.

OK, so the default is for *MACHINE and *BASE Priority 1, and all other
pools Priority 2.
Would we return to the tuning behavior we were used to by changing *BASE
to Priority 2 and *INTERACT to Priority 1?
