I suspect you have a routing entry in the RESTARTDEV
subsystem that specifies a CRS_PRTDEV
class and that the class
has been deleted, as you said.  If this is true, you can either change the 
routing entry to specify another class that already exists, or create a 
RESTARTDEV class and reference it in the RESTARTDEV subsystem.
