Real quick here, sure others will add more :-)

QSYSOPR might not be such a big deal if you have a conscientious person who can listen and learn and not be afraid to ask question when they don't know AND you folks are fine with answering.

QSECOFR, in my opinion should NOT be delegated outside of high level in I.S./I.T.
