In fairness, it isn't always the "MIS guy". A few years back while working for a government agency, we were directed to convert all desktops from OS/2 to NT and begin converting away from an AS/400 to various NT solutions. Not long after, I resigned, primarily due to the discouragement of any significant studies or planning for the tasks ahead (plus a couple seriously idiotic items that pushed things over the edge). After five years, the major AS/400 applications still cannot be effectively replaced. For the biggest application, the replacement was in place and beginning parallel operation for a few weeks before the plug was pulled on that project. The official was replaced around the same time. As for 'what was the official thinking?' I suspect it was something like "I've seen Windows and it does what I need. Therefore, it will do what everybody in the Department needs."
