The title of the article was "Microsoft Outlaws PERL" but I think it really reaches further than that. There is an excerpt from the .NET licensing agreement. Although the excerpt was posted by "The Satirist" and he seems to feel there is no problem, he doesn't seem to observe the fact that per the agreement you would not be allowed to use any open source tools for developing software if you are using .NET.
