The CD is not put out by IBM, it's from a business partner - Enabling 
Technologies Group, Inc. - which in a way should give it more credibility 
than if IBM produced it themselves (and gave it away).

They could allow you to download it for free and make your own CD's. Even 
the stuff for the CD cover and jewel case could be downloaded and printed. 

With the option to buy a CD.  I have not been to the site so maybe they 
do.

They could include it with a PTF order that is sent by carrier.
Send it to user groups to give out.

They should really send it to none AS/400 users.  Where would AOL be if 
they sold those CD's to user, instead of sending one every other month.
