I think that our situation is a little bit different than yours.
After restarting the *NWS , all necessary configuration objects are in the
"ACTIVE" state. Transfers of data really hangs after some time and no further
communication is possible with this system via the Tokenring.
Surprisingly enough, all the configuration objects ( + modes ) are still in an
"ACTIVE" status. 
No messages appear in QHST/QSYSOPR/WRKPRB/STRSST.
The Qsnads-jobs for the distribution queues are then in an "ICFW"-status.
I hope that you know what I mean, the last software ir never heard of an
"ICFW"-status ?

I we're still running V4R3.
The cumpack must be one of the latest ( I'm home now ).
But we certainly didn't applied any PTF's lately.
The only "special" thing was that we completely powered off the systems over
weekend , this due to electricity works in the building.
We normally do only a PWRDWNSYS *RESTART once a week.
