You are correct. When I display the routing entry program QCMD in QSYS, it
shows the class CRT_PRTDEV.

I can display the class using WRKSBSD, but I don't see where I can change
the class?

        Look at the subsystem description (DSPSBSD or WRKSBSD) for the
RESTARTDEV
        subsystem and check the routing entries.  I'll bet one or more of
the
        routing entries are referring to a class named CRS_PRTDEV that you
have
        deleted.
