Again thanks for the reply. 
The problem her is that it is NOT the owner who needs acces, but the user 
trying to gat ALL of the reports that some one else has created, without having 
the ability to delete them
Question - how can I use/implement  a wrapper from the WRKSPLF screen. 
NOTE - re-reading this message, it reads like I'm being sarcastic. Beleieve me 
I am not. This is a valid question.

some thoughts :

you can limit outq's so that only the owner can view/change entries
look at parms autchk and aut

for the command parms, put the command into a CL wrapper and
prompt with ?CHGSPLA ??FILE etc

get the command into your pgm with QCMDCHK (works as QCMDEXC)
but does not execute the command

do all checks

the execute with QCMDEXC
