The menu that would be displayed is the IBM supplied WRKSPLF screen. Is there a 
way to place the command behind an IBM supplied screen in such a fashion that 
this parameter would be available for the users own reports?

for the parameter SAVE to *YES.

If you can put the command behind a menu (as long as they don't run the command
from the command line), you could use the prompting options to protect that
parameter.  The minimum would be something like this:

?ChgSplFA  ?*Save(*Yes)
