IBM has created much confusion with WebSphere by delivering parts of the product
set with OS/400, and offering other parts only to those willing to pay for it.
WebSphere Standard edition, which is what is needed to support and run Java
Servlets and JSPs (Java Server Pages), has been a no-charge feature of OS/400,
while WebSphere Enterprise edition, with additional bells and whistles,
including support for EJBs (Enterprise Java Beans) requires a substatial
payment.

The concerning news is that after V5R1, IBM plans to solve the problem by
eliminating the standard edition.

The mitigating news is that IBM has announced an intention (NOT a done deed) to
offer Tomcat, Apache Foundation,s open-source Java 2 Enterprise Edition (J2EE)
platform, as a free add-on to OS/400. Or they may create another cheap
derivative of WebSphere.
