What am I doing wrong?

When copying files just specify *PCASCII in the TOCODEPAGE parameter when
copying to a /QNTC system.

found.
Cause . . . . . :   There is not an equivalent *PCASCII encoding scheme
  defined for the coded character set identifier (CCSID) 819.
