One possible reason, when your AS/400 communicates with your NT box, it is doing it over the private network instead of the public network. Perhaps the NT box's SMTP server is only listening on the public IP address. To work around this change, or add, the host entry on the AS/400 giving the public IP address to your NT box instead of the private IP address.
