Here's an interesting scenario, hope it helps
IF ACTIVE-'procname', sually checks the first level procedure running in a 36
environment.
I'm not certain if WRKACTJOB, in this situation, drills down and shows all 
active
jobs, even one's running in this environment
I once had a problem, similar in nature, and I narrowed it down to the 'FREE' 
verb
in subroutine usuage. If the subroutine is not released, the first level 
procedure
was deemed to be still active.
Check to see if this situation exists.
